Le système international connait des transformations profondes en termes de structure et de processus. La
fin de la Guerre froide n’a pas résolu tous les problèmes inhérents à la sécurité, à la stratégie et aux
identités politiques, économiques et diplomatiques dichotomiques. Des paradigmes tels que 'la fin de
l'histoire', 'le choc des civilisations', 'le relativisme culturel' ou 'l'anarchie future, ont ajouté à la
problématique sémantique un casse-tête politique insolvable. Si la réaction à ces paradigmes a été plus ou
moins virulente sur l’échiquier politique, académique et médiatique en Occident, elle a pris, dans le reste
du monde, la forme d’un remake d'altérité, de xénophobie et de dénigrement gratuit. Or, cela n’a pas
empêché l'accélération du processus de changements dans la périphérie arabe. Toutefois, la transition
politique souhaitée par une partie des acteurs de la société civile, enfin sortis de leur hibernation, tarde à
se réaliser dans de nombreux pays arabes.
The Might and Might-Not in the Arab Periphery

The international system is undergoing profound transformations in terms of structure and
process. The end of the Cold War did not solve all the problems inherent in security, strategy,
and dichotomous political, economic, and diplomatic identities. Paradigms such as 'the end of
history', 'the clash of civilizations', 'cultural relativism', or 'future anarchy', have added an
unsolvable political puzzle to the semantic problematic. If the reaction to these paradigms has
been more or less virulent on the political, academic and media chessboard in the West, it has
taken the form of a remake of otherness, xenophobia and futile denigration in the rest of the
world. However, this has not prevented the acceleration of the process of change in the Arab
periphery. However, the political transition desired by some civil society actors, who have finally
emerged from their hibernation, has been slow to take place in many Arab countries.

paradigmes tels que 'la fin de l'histoire', 'le choc des civilisations', 'le relativisme culturel' ou
'l'anarchie future' ont ajouté à la problématique sémantique un casse-tête politique insolvable. Or,
cela n'a pas empêché l'accélération du processus de changements dans la périphérie arabe. Les
acteurs étatiques et non-étatiques arabes sont en proie à une lutte identitaire parfois existentielle,
parfois, comble d'ironie, baignant dans l'insouciance totale.

acceleration of the process of change in the Arab periphery. Arab states and non-state actors are
in the grip of an identity struggle that is existential and, ironically, bathed in total insouciance.
